The common language

Ninety insurers write ninety different documents. Comparison is only possible because every one of them is translated into the same four-layer structure — and at every layer the vocabulary is closed: an extractor that tries to say anything outside it is rejected, with the offending output kept for audit.

Layer 1 KFS groups Fixed by the Australian Government (Insurance Contracts Regulations, Schedule 5). Every insurer must answer Yes / No / Optional for each, by law.

Vocabulary: Yes (included) · No (excluded) · Optional

Layer 2 Concepts Our controlled vocabulary. The peril half IS the KFS list; items, conditions and excess types extend it where the real differences live. Extractors may only use these codes — never invent one.

Vocabulary: included · optional · excluded · conditional · not_stated

Layer 3 Scenarios Concrete mishaps in customer language, standardised across brands, each tagged buildings or contents (so the right excess applies) with an estimated cost range.

Vocabulary: covered · excluded · limited · optional · silent

Layer 4 Materiality Arithmetic, per household: scenario cost against YOUR excess for that scope.

Vocabulary: below_excess (you'd never claim it) · marginal (only worst cases clear your excess) · above_excess (real money) · unknown
